How it could work
Microsoft is out there, claiming that open source will ruin the universe, and that people who work in open source get nothing out of the exchange. What if we changed that. What if the value, in terms of lost revenue to Microsoft, of the software, was available to the programmer, as a tax credit? Professional expenses related to self-education. It would give Microsoft an incentive to hire those people, as they would have a lower "tax-cost" when a potential hire looked at a salary.
